Thomas Allen Carter, 75, Born June 12, 1938 Little Rock, AR. Departed this Earth January 22, 2014 peacefully, with family by his side. He is survived by his children Jason Thomas Carter, Elizabeth Anne Douglas and grand-children, Gracie Jane and Piper Rose Douglas. A private family service has been arranged.
